Rich supplemented a BS degree in Civil Engineering with an MS in Public Policy and Management to support a career interest in encouraging better planning and decision-making through better tools and information. Transportation has been a career focus because of the major impact it has on the economy, society and the environment — impacts which often are not understood or addressed when transportation policy and investment decisions are made. Politics and self-interest heavily deterimine these outcomes, and Rich is one of modest number of professionals who have attempted to challenge and improve this process through strategic research, synthesis and education.
