Partners and Agreements

Since the China Land Policy program was created, a series of exchanges, networks and agreements have been established with the People’s Republic of China.

Ministry of Land and Resources: High level delegations from the Lincoln Institute have visited with the Ministry of Land and Resources (MLR) of P.R. China. In addition, a high level delegation from the MLR led by a vice-minister has visited the Lincoln Institute. In 2002, a Memorandum of Understanding was signed between the Lincoln Institute and MLR to collaborate on training and research that will assist Chinese in making land use policy.

Development Research Center: High level delegations from the Lincoln Institute have visited the Development Research Center (DRC) of the State Council. In turn, a high level delegation from the DRC led by a vice-minister visited the Lincoln Institute. In March 2004, a Memorandum of Understanding was signed calling for collaborative training and research to assist urban policy-making in the era of rapid urbanization.

State Administration of Taxation: The Lincoln Institute, in collaboration with the State Administration of Taxation (SAT), held a joint international workshop on property taxation in 2003. Further collaboration on training and research is planned.

Ministry of Finance: The China Land Policy program has established a network relationship with the Ministry of Finance (MoF), P.R. China. Both sides have agreed to collaborate on the development of a property taxation proposal through training, publication, research, and exchange.

Academic Collaboration: The China Land Policy program has developed relationships with scholars in several Chinese universities. Training and research have been carried out with scholars from Beijing University, the People’s University of China, Beijing Normal University, Zhejiang University, the Institute of Natural Resources and Geographic Science, and other leading schools in China.

The World Bank: Serious discussion are underway between the Lincoln Institute of Land Policy and the World Bank concerning opportunities to collaborate on research, training, and demonstration projects in China. A training agreement has been established between the National Center for Smart Growth and the World Bank Institute on urban capacity building.
