What Can We Do?
The problems facing land policy makers in China are vast and the capacities of the Lincoln Institute and the National Center for Smart Growth are, of course, limited.
Despite these limitations, the two institutions have an opportunity to play a major role in the development of land policy and land/urban management systems in China.
This can be done through education and training programs for government officials, high-level exchanges between Chinese and U.S. policy-makers, research that leads to curriculum development, the education of young scholars, workshops and conferences that provides a platform for disseminating research results and facilitating dialogue and exchanges among experts, scholars, and officials, and demonstration projects in which experiments with innovative policy instruments can be carried out in selected cities or regions.
The Lincoln Institute and the National Center for Smart Growth can provide technical assistance for these projects.
Chinese policy-makers have expressed interest in the following subjects:
- The legal system, property rights, laws, and policies;
- Land taxation, evaluation, appraisal, and methods of capturing value;
- Land use and land use planning;
- Infrastructure planning and government financing;
- Land market development and land market monitoring;
- Sustainable development; and,
- Social equity issues related to urbanization.
